TM44 inspections are becoming an increasingly important part of building management strategies across the UK. For many organisations, however, TM44 inspections remain somewhat misunderstood. Questions around whether inspections are mandatory, how often they are required and what the process actually involves are still fairly common across the built environment.

What Is a TM44 Inspection?

A TM44 inspection is an assessment of the energy efficiency and performance of air conditioning systems.

The inspections are carried out in accordance with TM44 guidance produced by CIBSE (Chartered Institution of Building Services Engineers) and support compliance with the Energy Performance of Buildings Regulations.

The purpose of a TM44 inspection is to assess whether an air conditioning system is operating efficiently, correctly sized for the building and appropriately maintained. The inspection also identifies opportunities to reduce energy consumption, improve system performance and lower operational costs.

Importantly, TM44 inspections are not simply maintenance visits. They are formal inspections designed to review the overall efficiency and effectiveness of systems that can significantly impact a building’s energy usage.

Are TM44 Inspections Mandatory?

Yes. TM44 inspections are a legal requirement for qualifying air conditioning systems in the UK.

Under the Energy Performance of Buildings Regulations, buildings with air conditioning systems that have an effective rated output of more than 12kW must undergo regular inspections.

The regulations apply across a wide range of sectors and building types, including commercial offices, healthcare environments, education facilities, retail spaces, public sector estates and industrial or mixed-use properties where air conditioning systems form part of the wider building infrastructure.

Failure to comply can result in enforcement action and financial penalties. Local authorities have the power to request evidence that inspections have been completed and may issue penalty notices where organisations fail to provide valid TM44 inspection reports.

How Often Are TM44 Inspections Required?

TM44 inspections must typically be completed every five years.

However, organisations should avoid treating TM44 as a compliance exercise that is only addressed at the point of expiry. Air conditioning systems often evolve over time through changes in occupancy, usage patterns, extensions or equipment upgrades. Regular review of system performance can help identify issues long before the next mandatory inspection becomes due.

Many organisations now use TM44 inspections as part of a wider building performance and sustainability strategy, supporting objectives around energy reduction, net zero targets, ESG reporting, operational resilience, occupant comfort, and long term asset lifecycle management.

What Happens During a TM44 Inspection?

A TM44 inspection involves a detailed review of the air conditioning system and its operation within the building.

The inspection process may include:

Review of System Documentation: The assessor will review available documentation relating to the installation, operation and maintenance of the system. This may include operating manuals, maintenance records and system specifications.

Assessment of Equipment Condition: Inspectors will review the condition and performance of key system components throughout the building, including air handling units, condensers, controls and thermostats, ductwork, pipework insulation, and wider ventilation components to assess overall efficiency and system operation.

Evaluation of System Efficiency: The inspection considers whether the system is operating efficiently for the demands of the building by assessing areas such as system sizing, zoning effectiveness, controls strategy, running schedules, and wider energy consumption patterns. Oversized or poorly configured systems can lead to unnecessary energy usage, reduced efficiency, and increased operating costs over time.

Identification of Improvement Opportunities: One of the most valuable aspects of a TM44 inspection is the recommendations provided within the final report. These may include improvements to control settings, upgrades to obsolete equipment, enhanced maintenance strategies, reducing unnecessary runtime, improving insulation or airflow, or even considering alternative technologies where appropriate. Implementing these recommendations can help organisations reduce energy waste, improve system performance, and lower long term operational costs.

Who Can Carry Out a TM44 Inspection?

TM44 inspections must be completed by an accredited air conditioning energy assessor.

Assessors are required to hold appropriate qualifications and accreditation through approved schemes. Using competent and experienced assessors is important to ensure inspections are completed correctly and that recommendations provide genuine operational value.
