About Hertfordshire County Council

Hertfordshire County Council is the local government authority for Hertfordshire, responsible for a wide range of public services, including the maintenance and safety of its primary schools. The council is committed to providing a safe and conducive learning environment for all students.

The Challenge

Hertfordshire County Council identified that the fire alarm systems in five of their primary schools were outdated and no longer adequate, posing a risk to safety and compliance. The council needed a reliable partner to serve as principal designer for the installation of new, advanced alarm systems. The project presented several challenges: ensuring student education remained a priority by minimizing disruption, managing works across multiple sites, and incorporating advanced features for various emergency situations beyond just fire.

The Solution

Ventro Group was appointed as principal designer and developed a comprehensive solution for the fire alarm and emergency lighting upgrades. They implemented a meticulously planned programme of fire alarm and detection unit installations across six primary schools. All sites were equipped with L3 wired fire alarm systems utilizing Advanced alarm panels with Apollo sensors. Ventro also installed electrical emergency lighting at three of these sites, with one school requiring additional electrical work and wiring adjustments. To ensure 24/7 monitoring and enhanced property protection when schools were unoccupied, Ventro fitted 4G dual communications connections to the alarm receiving centre.

Given the sensitive nature of school environments, Ventro obtained relevant DBS safety clearances for all staff and implemented a meticulous schedule to minimise disruptions to school activities. To avoid disrupting children's education, most of the work was completed during the summer holidays. In cases of product delays, the delivery team worked over weekends.

Ventro also demonstrated exceptional client care; When Hertfordshire County Council reported that one of our engineers had accidentally pierced the leather of one of their chairs with a screwdriver attached to their tool belt, we promptly arranged a like-for-like replacement. This was done as a gesture of goodwill and to maintain our positive relationship with the client.

The Results

Hertfordshire County Council was highly satisfied with the implementation and rollout of the new fire alarms and emergency lighting systems. As a result, they have retained Ventro' services for the ongoing upkeep and maintenance of the alarm systems and general fire safety needs for each of the schools.

  • Advanced Fire Safety Infrastructure: Six primary schools received upgraded fire alarm systems and emergency lighting, ensuring a higher standard of active fire prevention.

  • Enhanced Emergency Response Capabilities: Ventro exceeded client expectations by integrating programmed sounders with dual tones and lights to differentiate warning alerts for various emergency situations (e.g., fire, lockdown). This innovative approach eliminated the need for a separate lockdown system, reducing equipment requirements and saving the school money on ongoing cyclical maintenance.

  • Continuous Monitoring & Protection: The installation of 4G dual communications connections ensures 24/7 monitoring by an alarm receiving centre, providing enhanced property protection even when schools are unoccupied.

  • Minimal Disruption & High Satisfaction: Despite the challenges of working in active school environments, Ventro's meticulous scheduling and flexibility minimized disruption to education. Hertfordshire County Council was highly satisfied with the implementation and rollout, evidenced by a 5/5 service rating.

  • Operational Efficiency & Value-Add: Loop checks were performed to ensure no duplicate addresses for sensors or alarms, ensuring seamless detection. Additionally, Ventro replaced all alarm key points on site (though not part of the official contract), allowing caretakers to manage the entire alarm system with just one key, adding significant convenience.

  • Sustainable Practices: The project demonstrated strong environmental responsibility, with 99% of waste recycled or reused.
